Oregon adopted the national three-class e-bike system on January 1, 2025 under Oregon HB 4103. Class 1 gives pedal assist up to 20 mph, Class 2 adds a throttle up to 20 mph, and Class 3 gives pedal assist up to 28 mph with a required speedometer. All three classes ride with no license, no registration, no plates, and no state insurance mandate.
The minimum age to ride any class is 16, and a helmet is required for riders under 16. E-bikes are welcome in bike lanes, on multi-use paths, and in state parks, and stay off sidewalks statewide. Beginning January 1, 2027, Oregon HB 4007 lowers the Class 1 minimum age from 16 to 14, while Class 2 and Class 3 stay at 16. The full breakdown is below.

Oregon scrapped its one-size-fits-all e-bike definition on January 1, 2025. Oregon HB 4103 put the state on the same Class 1, Class 2 and Class 3 system used across most of the country, and the rules that follow are refreshingly short: no license, no registration, no plates.
The motor helps only while you pedal and cuts out at 20 mph. No throttle.
The motor can propel the bike on throttle alone; assistance stops at 20 mph.

The Age Limit Drops for Class 1
Oregon HB 4007, passed in March 2026, lowers the minimum age for Class 1 e-bikes from 16 to 14. Class 2 and Class 3 stay at 16+, and every rider under 16 must wear a helmet. The bill also bans the sale of out-of-class "imposter" e-bikes that exceed the three-class limits.
